Prohibits municipalities from regulating the exercise of free speech or other fundamental rights in the immediate vicinity of medical facilities, hospitals, clinics, or health care facilities without prior legislative approval.

Applies retroactively to any municipal orders, resolutions, or ordinances adopted before July 1, 2020 that attempted to regulate free speech near medical facilities, rendering them without force unless specifically authorized by the Legislature.

Amends Mississippi Code Sections 21-17-5, 21-19-15, and 21-37-3 to explicitly clarify that municipalities lack authority to create buffer zones or restrictions around medical facilities affecting fundamental rights.

Takes effect July 1, 2020, and applies to all municipal governing authorities regardless of whether their regulations were adopted before or after that date.
