Removes the requirement that the State Department of Education administer the Mississippi Employer-Assisted Housing Teacher Program in conjunction with the Federal National Mortgage Association (Fannie Mae).

Allows the State Department of Education to contract with one or more public or private entities to implement and administer the program.

Maintains the program's eligibility for licensed teachers in areas with critical teacher shortages as designated by the State Board of Education, with a maximum loan amount of $6,000.

Preserves the loan-to-grant conversion structure where one year of service converts one-third of the loan to an interest-free grant, requiring three years total service to fully convert the loan.

Extends the program's repeal date from July 1, 2021 to July 1, 2021 (effective date: July 1, 2020).
