Creates new crime of "impeding critical infrastructure" defined as intentionally or knowingly blocking operations of designated facilities including pipelines, power plants, telecommunications infrastructure, refineries, railroads, water facilities, and levees maintained by Mississippi Levee Board.

Impeding critical infrastructure is a misdemeanor (up to 6 months imprisonment and $1,000 fine) if damage or economic loss is less than $1,000, or a felony (up to 5 years imprisonment and $10,000 fine) if damage or loss is $1,000 or more.

Creates separate crime of "critical infrastructure trespass" for entering or remaining on critical infrastructure facilities or construction sites without authorization, punishable as misdemeanor by up to 1 year imprisonment and $1,000 fine.

Organizations that aid, abet, or solicit persons to commit impeding critical infrastructure crimes face fines up to $100,000 and civil liability for damages including lost profits.

Excludes from liability landowners conducting authorized activities, persons engaged in lawful regulatory processes, and protects lawful public demonstrations and free speech activities protected by state and federal constitutions.
