Removes the "absent applicable state law" language limitations from sections 73-77-5, 73-77-7, and 73-77-9 of the Fresh Start Act, making the provisions apply more broadly to occupational licensing.

Prohibits licensing authorities from using vague or generic disqualifying terms such as "moral turpitude," "any felony," and "good character" in their rulemaking.

Requires licensing authorities to use the "clear and convincing" standard of proof and consider four specific factors when evaluating applicants with criminal convictions: nature and seriousness of the crime, passage of time, relationship to job duties, and evidence of rehabilitation.

Allows individuals with criminal records to petition licensing authorities at any time for a determination of whether their conviction will disqualify them, with the authority required to respond within 30 days and may charge up to $25.00 per petition.

Exempts The Mississippi Bar from these provisions regarding admission or reinstatement of attorneys.

Takes effect July 1, 2020.
