Authorizes the Coahoma County Board of Supervisors to withdraw up to $2,000,000 from the corpus component of the Coahoma County Reserve and Trust Fund for equipment, installation, and related costs associated with the justice complex, jail facility, E911 facility, and central fire station.

Adds this $2,000,000 withdrawal authorization as a new subsection (d) to Section 6 of the existing trust fund law, allowing withdrawals beyond the standard 5% annual limit and emergency provisions.

Requires that if any corpus withdrawal occurs, all earnings from the fund must be retained and returned to the corpus until the fund is restored to its full previous balance before earnings distributions can resume.

Establishes that the $2,000,000 can be used for equipment, equipment installation, roadwork, parking lot construction and improvement, utility permits, inspection fees, and professional services related to the specified county facilities.
