Authorizes issuance of up to $600,000 in state general obligation bonds to fund restoration and renovation of the Scott Ford Midwife Houses in downtown Jackson, Mississippi.

Creates a special fund called the "2020 Scott Ford Midwife Houses Restoration and Renovation Fund" within the State Treasury to receive and disburse bond proceeds under direction of the Department of Finance and Administration.

Bonds may be issued at any time until July 1, 2024, with maturity not to exceed 25 years from date of issue and interest rates subject to Mississippi Code limitations.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest on the bonds; any shortfall must be paid from unappropriated state funds.

Bond proceeds and income are exempt from all Mississippi state taxation and may be validated through Chancery Court proceedings.
