Authorizes the issuance of state general obligation bonds up to $997,872.00 to assist Quitman County in paying costs for repair and restoration of the Quitman County Courthouse.

Creates a special fund designated the "2020 Quitman County Courthouse Restoration Fund" within the State Treasury to receive bond proceeds and disburse funds for the courthouse project.

Grants the State Bond Commission authority to issue, prescribe the form of, determine the sale method for, and sell the authorized bonds, with no bonds to be issued after July 1, 2024.

Bonds shall be general obligations of the state with full faith and credit pledged; bonds may mature up to 25 years from issuance and shall be exempt from Mississippi state taxation.

Allows any remaining funds after project completion to be applied to debt service on the bonds, and authorizes the State Treasurer to issue warrants for principal and interest payments as they become due.
