Authorizes the issuance of state general obligation bonds up to $500,000 to fund renovation and expansion of the Greene County Rural Events Center in Leakesville, Mississippi.

Creates a special fund designated the "2020 Greene County Rural Events Center Renovation and Expansion Fund" within the State Treasury to receive bond proceeds and disburse them for project costs.

Grants the State Bond Commission authority to issue bonds, prescribe their terms, determine sale methods, and manage all issuance and sale procedures, with bonds maturing within 25 years.

Bonds constitute general obligations of Mississippi backed by the full faith and credit of the state; principal and interest payments are exempt from state taxation and income from bonds is tax-exempt.

Establishes a deadline of July 1, 2024 for bond issuance; any remaining funds after project completion shall be applied to pay debt service on the bonds.
