Authorizes issuance of state general obligation bonds up to $12,223,600 to fund road improvement projects in Clay, Lowndes, and Oktibbeha counties, with bond issuance deadline of July 1, 2024.

Clay County receives up to $1,943,600 for a 16-inch water line along Yokohama Boulevard ($1,685,600) and roadway expansion connecting Eshman Avenue to Yokohama Boulevard ($258,000).

Lowndes County receives up to $8,400,000 for completion of Charleigh Ford Drive as a two-lane roadway ($3,100,000) and extension of Manufactures Drive to interconnect with Artesia Road ($5,300,000).

Oktibbeha County receives up to $1,880,000 for expansion and improvement of Sudduth Road between Mississippi Highway 389 and Retherford Road.

Creates a dedicated special fund within the State Treasury for these projects; bonds are general obligations of Mississippi backed by full faith and credit of the state; income from bonds is exempt from state taxation.
