Authorizes Jackson County Board of Supervisors to expand existing lighting districts through annexation of adjacent areas using the same petition process as original district creation, requiring 25+ property owner signatures and board approval.

Permits merger of two or more adjacent lighting districts into a single district upon majority vote of district commissioners, with Board of Supervisors approval following a public hearing.

Requires public hearings with at least 10 days' notice in local newspapers before creating, annexing, or merging any lighting districts, allowing all affected property owners to be heard.

Establishes that district commissioners must be owners of real property within and residents of the district, appointed by the Board of Supervisors or replaced by the Supervisors themselves acting as commissioners.

Authorizes the Board of Supervisors to levy millage to cover construction and maintenance costs of lighting districts, with all revenues deposited in a special county fund and expenditures requiring Board approval.

Requires unanimous board of commissioners resolution to abolish, dissolve, or terminate any lighting district.
