Creates a special fund in the State Treasury designated as the "Law Enforcement Officer Bulletproof Vest Grant Fund" under the direction of the Department of Public Safety.

Makes fund money available to local law enforcement agencies to match federal grant funds for purchasing bulletproof vests, with eligible agencies required to have a bulletproof vest policy in place.

Limits individual agencies to using no more than 15% of total available funds when applying for federal matches.

Authorizes issuance of state general obligation bonds up to $250,000 to fund the grant program, with bonds to mature within 25 years and no issuance after July 1, 2024.

Pledges the full faith and credit of Mississippi to repay bonds, making them legal investments for state financial institutions and exempting bond income from state taxation.
