Authorizes issuance of state general obligation bonds up to $2,275,000 to assist the City of Collins, Mississippi in constructing a frontage road connection between Popeye's and Sullivan Motors.

Creates a special fund called the "2020 Collins Frontage Road Connection Construction Fund" to receive bond proceeds and disburse funds for the project, with any remaining balance applied to bond debt service after project completion.

Grants the State Bond Commission authority to issue bonds, determine sale methods, advertise for bids, and handle all issuance and sale costs, with bonds maturing no later than 25 years from issue date.

Pledges the full faith and credit of the State of Mississippi to pay bonds, requiring the State Treasurer to cover any deficiencies from the General Treasury if appropriated funds are insufficient.

Prohibits bond issuance after July 1, 2024, and exempts bonds and income from all Mississippi state taxation.
