Authorizes the City of Vicksburg's governing authorities to pass ordinances permitting motor-assisted scooters on marked bicycle paths, streets where bicycles are allowed, and sidewalks (with pedestrian right-of-way requirements).

Defines motor-assisted scooter as a self-propelled device weighing less than 100 pounds with at least two wheels, handlebars, braking system, and a maximum speed of 20 miles per hour, powered by a gas or electric motor not exceeding 40 cubic centimeters.

Establishes that motor-assisted scooter operators have the same rights and duties as bicycle riders and must be old enough to operate a motor vehicle, with a maximum operating speed of 15 miles per hour.

Exempts motor-assisted scooters from being classified as motor vehicles for purposes of state law and does not require a driver's license to operate.

Sunsets on July 1, 2024, with an effective date of July 1, 2020.
