Appropriates $33,122,574.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for fiscal year 2021 (July 1, 2020 - June 30, 2021) to support designated institutes, laboratories, and programs including the Center for Advanced Vehicular Systems, Gulf Coast Research Laboratory, Research Institute of Pharmaceutical Sciences, and others.

Appropriates $45,368,767.00 from federal, student fees, and special source funds for the same institutes and programs, with the Executive Office of the Board of Trustees receiving $21,270,660.00 from special funds.

Allocates $175,000.00 from Gulf Coast Research Laboratory funding for Sea Grants matching and applies the same percentage reduction to these state funds if the Board of Trustees reduces the laboratory's budget.

Prohibits use of appropriated funds for any purpose beyond powers and duties authorized by the Mississippi Constitution, state or federal law, and requires yearly reporting to the Legislature of any institution not in compliance with deficit spending prohibitions.

Prohibits use of funds for research in which a human embryo is killed or destroyed and requires compliance with state constitutional and statutory provisions regarding financial institution deposits and procurement preferences for Mississippi Industries for the Blind.
