Appropriates $42,085,128.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for financial aid scholarship, loan, and grant programs for fiscal year 2021 (July 1, 2020 – June 30, 2021).

Authorizes an additional $1,336,000.00 from federal funds, grants, donations, and other special source funds for the same financial aid programs and the Mississippi Office of Student Financial Aid.

Prohibits funding for eight specific forgivable loan and grant programs (Assistant Teacher, Southeast Asia POW/MIA, Public Management Graduate Internship, State Medical Education, State Dental Education, Graduate and Professional Degree, Health Care Professions, and Family Protection Specialist Social Worker loans) for students applying after July 1, 2020.

Allocates up to $70,000 for the Speech-Language Pathologists Loan Forgiveness Program and up to $1,500,000 for the Teacher Education Scholars Program.

Requires annual reporting to the Legislature detailing recipients, award amounts, repayment status, and compliance with the Family Educational Rights and Privacy Act; prohibits institutions from issuing transcripts to students with outstanding loan repayments.
