Appropriates $157,594,439.00 from the State General Fund and authorizes $1,552,346,078.00 in expenditures from patient fees, student fees, and other special source funds for the University of Mississippi Medical Center for fiscal year 2021 (July 1, 2020 – June 30, 2021).

Requires the University of Mississippi Medical Center to maintain its School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, School of Population Health, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Allocates specific funds for designated programs including $1,830,000.00 for Rural Physicians' Scholarship Program, $315,000.00 for Rural Dentists Scholarship Program, $4,250,000.00 for the Cancer Institute, and $2,950,000.00 for the MIND Center.

Prohibits use of appropriated funds to provide medical services to state agencies, institutions, or political subdivisions unless they reimburse the hospital within 90 days; failure to pay results in service discontinuation.

Takes effect July 1, 2020, and includes restrictions prohibiting funds for research involving human embryos and requirements for Mississippi Industries for the Blind purchasing preference.
