Appropriates $6,188,679.00 from the State General Fund for Alcorn State University Agricultural Programs for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes $84,322.00 in special source funds for the same programs, including $19,322.00 from the Education Enhancement Fund and $65,000.00 from the Capital Expense Fund.

Designates $185,000.00 of the general fund appropriation specifically for the Aquaculture Research Facility.

Prohibits use of appropriated funds to replace withdrawn federal or other special funds previously used for salaries.

Requires Mississippi Industries for the Blind to receive preference in competitive bidding when prices, quality, and service are equal.
