Appropriates $21,400,867.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes $10,235,181.00 in special source funds for the station's expenses, with $1,165,578.00 derived from the Education Enhancement Fund.

Establishes performance targets for three research areas: Plant Systems (39.77 scientist FTE, 142 publications), Animal Systems (33.28 scientist FTE, 137 publications), and Health & Sustainable Communities (42.14 scientist FTE, 207 publications).

Prohibits general funds from replacing withdrawn federal funds or other special funds previously used for salaries, and requires federal grant matches to be tracked as special source funds.

Takes effect July 1, 2020.
