Appropriates $29,214,252.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2021 (July 1, 2020 – June 30, 2021).

Authorizes $13,865,075.00 in special source funds for the service, including $975,245.00 from the Education Enhancement Fund.

Establishes legislative intent that the Extension Service provide programs in five emphasis areas: Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county.

Sets performance targets for FY2021 including 223,200 direct educational contacts in Agriculture at an average cost of $11.78 per contact and 8,000 contacts in 4-H Youth Development at $12.48 per contact.

Prohibits use of appropriated funds to replace withdrawn federal or special funds for salaries and requires attorney fees to be paid only for attorneys employed by the Extension Service with prior Board of Trustees authorization.
