Appropriates $5,379,065.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes $1,164,064.00 in special source funds for the same center and fiscal year period.

Designates $253,005.00 of special source funds to be derived from the Education Enhancement Fund.

Prohibits general funds from replacing federal funds or other special funds previously used for authorized salaries that are withdrawn or no longer available.

Directs the agency to submit its fiscal year 2022 budget request in comparable format and detail to the fiscal year 2021 request, and gives preference to Mississippi Industries for the Blind in commodity and equipment purchases.
