Appropriates $16,941,292.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for the College of Veterinary Medicine at Mississippi State University for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes expenditure of $24,881,577.00 from special source funds collected by or available to the College of Veterinary Medicine for the same fiscal year.

Allocates $552,920.00 of the special source funds from the Education Enhancement Fund derived from sections 27-65-75 and 27-67-31, Mississippi Code of 1972.

Designates $125,000.00 for testing, programming, and personnel expenses related to Chronic Waste Disease research and operations.

Establishes performance measurement targets for fiscal year 2021 including DVM student pass rates (95%), graduate employment (95%), research grants ($5.5 million), animal health center patient visits (32,653), and diagnostic lab accessions (21,012).
