Appropriates $5,912,582.00 from the State General Fund and $121,782,574.00 from the State Treasury to the Mississippi Community College Board for administrative expenses during fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates $574,386.00 to the Commission on Proprietary School and College Registration for regulation and administration of proprietary schools and related Community College Board expenses for fiscal year 2021.

Authorizes 52 permanent full-time positions and 47 time-limited full-time positions for the Community College Board.

Designates specific funding amounts for workforce education ($50,831,802.00), unemployment compensation-derived workforce training ($28,000,000.00), virtual community college and online training programs ($2,500,000.00 and $2,656,103.00), postsecondary career and technical education transfer ($30,000,000.00), and dual enrollment in practical nursing programs ($1,107,000.00).

Reappropriates $325,000.00 from the Capital Expense Fund for data center and technology upgrades, effective July 1, 2020.
