Appropriates $143,314,451 from the State General Fund and $43,901,900 from the Education Enhancement Fund to support public community and junior colleges for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Distributes funds based on full-time enrollment (FTE) using weighted formulas: academic and technical courses at 1.0 weight, career courses at 1.0 weight, associate degree nursing and allied health at 1.19 weight, and Mississippi Virtual Community College courses at varying weights.

Appropriates $23,888,400 for employee life and health insurance, $6,750,000 for workforce and economic development support, $7,099,160 for education technology programs, and $3,000,000 for dropout recovery initiatives.

Establishes 15 participating community and junior colleges eligible for funding and sets performance targets including degree completion rates, student success metrics, and job placement rates for career/technical graduates.

Includes provisions prohibiting use of funds for certain utilities in state-furnished housing, preferential purchasing for Mississippi Industries for the Blind, and compliance with state spending and accounting requirements.
