Appropriates $91,516,804 from the State General Fund and $106,896,442 from the State Treasury to the Department of Public Safety for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 1,501 permanent full-time positions, 96 time-limited full-time positions, and 3 part-time positions for the department.

Restricts salary increases and promotional actions unless approved by the State Personnel Board, with monthly reporting required to legislative committees for any approved special situations.

Prohibits the department from issuing speed limit violation citations on a quota basis and restricts use of funds for public relations or publicity activities for other state agencies.

Includes specific provisions for Highway Patrol officer compensation, compensatory time for lieutenants and above, aircraft transportation reporting, and authorizes fund transfers between departmental divisions up to $20 million with prior written notification.
