Senate Bill 2938 Summary

• Appropriates $3,794,801.00 from the State General Fund and $36,442,415.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2021 (July 1, 2020 - June 30, 2021).

• Authorizes 123 permanent full-time positions and 65 time-limited full-time positions for the agency.

• Appropriates an additional $585,056.00 in general funds and $628,551,214.00 in special funds for disaster assistance programs, administrative expenses, public assistance, individual and family grants, and mitigation efforts related to multiple disasters including Hurricane Katrina, Hurricane Isaac, the Coronavirus Pandemic, and severe weather events.

• Directs the agency to maintain a minimum of nine Area Coordinators residing in or within 50 miles of their assigned districts to provide daily emergency management assistance to local jurisdictions.

• Allows the Executive Director to transfer up to $500,000.00 between fund and budget categories for efficient use of cash reserves, with written justification required.
