Appropriates $7,755,910.00 from the State General Fund for Mississippi National Guard general operations for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates $151,419,313.00 from multiple special funds including Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund for carrying out applicable statutes and federal/state agreements.

Authorizes 889 permanent full-time positions and 27 time-limited full-time positions for the Mississippi National Guard.

Allocates specific funding amounts: $1,928,075.00 for Youth Challenge Program, $626,505.00 for Armed Forces Military Museum, $300,000.00 for Sonny Montgomery Center for America's Veterans, and $10,000.00 for Youth Challenge Program uniforms.

Permits the Adjutant General to transfer appropriated funds between general and special funds to facilitate federal grant matching requirements with prior written notification to the Legislative Budget Office and Department of Finance and Administration.
