Appropriates $596,097.00 from the State General Fund to the Mississippi Ethics Commission for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 6 permanent full-time positions for the Commission.

Requires the Commission to maintain accounting and personnel records in the same format and detail as fiscal year 2020, with comparable budget request formatting for fiscal year 2022.

Directs the Commission to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids or without competitive bidding.

Authorizes the Commission to purchase and pay premiums for casualty insurance on agency-owned passenger vehicles.
