Appropriates $169,523,061.00 to the Mississippi Department of Employment Security for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 342 permanent full-time positions, 186 permanent part-time positions, 54 time-limited full-time positions, and 150 time-limited part-time positions.

Allocates $33,047,000.00 from the Unemployment Trust Fund for One-Stop Administration, unemployment compensation administration, automation systems, fraud reduction, and real property acquisition and construction.

Authorizes expenditure of up to $3,000,000.00 from State Workforce Investment Funds for the State Workforce Investment Board and $15,000,000.00 from the Mississippi Works Fund.

Authorizes up to $900,000.00 for purchasing accumulated compensatory time earned before December 30, 2020, by employees essential to COVID-19 response operations.
