Appropriates $5,062,519.00 from the State General Fund to the Mississippi Workers' Compensation Commission for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 56 permanent full-time positions for the Commission with restrictions on salary increases and personnel actions unless approved by the State Personnel Board.

Directs the Commission to contract with the private industrial sector to implement a safety education and training program.

Establishes performance targets for fiscal year 2021 including resolving 900-950 cases within specified timeframes, reviewing 34% of individual self-insurers, and achieving $30 million in fee schedule adjustments.

Appropriates $200,000.00 from the Second Injury Fund for payments under Section 71-3-73, Mississippi Code of 1972, effective July 1, 2020.
