Appropriates $211,624,656.00 from the State General Fund and authorizes $365,874,874.00 from special source funds to the Department of Mental Health for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Allocates $18,951,886.00 from the Health Care Expendable Fund for specific mental health services including Alzheimer's disease programs, Medicaid matching funds, crisis centers, community mental health services, and specialized treatment facilities.

Authorizes 6,364 permanent full-time positions, 19 permanent part-time positions, 497 time-limited full-time positions, and 14 time-limited part-time positions for the department.

Establishes performance targets for mental health services including community-based care, crisis intervention teams, supported employment, intellectual and developmental disability services, and children's mental health programs.

Provides $4,000,000.00 as an increase over fiscal year 2020 for expansion of community-based mental health services and $16,100,000.00 to improve compliance with the Olmstead Supreme Court decision regarding community-based services for individuals with disabilities.
