Appropriates $195,410,848.00 from the State Treasury to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 54 permanent full-time positions for the Office of State Aid Road Construction with restrictions on salary increases and reallocation without State Personnel Board approval.

Authorizes up to $30,000,000 to be expended for replacement of structurally deficient bridges under the Local System Bridge Program (LSBP).

Establishes performance targets for fiscal year 2021 including letting 175 total projects to contract, reducing structurally deficient bridges by 2%, and increasing total miles paved by 1%.

Requires the Office to notify state legislators of project awards in their districts at least 5 days prior to public ceremonies and include signage stating "Funds were made available for this project by the Mississippi State Legislature."
