Appropriates $189,467.00 from the State Board of Massage Therapy Fund to cover expenses of the Mississippi State Board of Massage Therapy for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Requires the Board of Massage Therapy to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2020.

Directs the agency to submit its fiscal year 2022 budget request to the Joint Legislative Budget Committee in a format comparable to the fiscal year 2021 request.

Provides preference to Mississippi Industries for the Blind in commodity and equipment purchases when two or more bids are received with equal price, quality, and service terms, or when purchases are made without competitive bids.

Takes effect July 1, 2020.
