Appropriates $189,924.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes one full-time permanent position to be funded from the appropriated amount.

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2020, with comparable budget request submissions for fiscal year 2022.

Directs the board to give preference to Mississippi Industries for the Blind when multiple equal bids are received or when making non-competitive purchases.

Takes effect July 1, 2020, with funds to be paid by the State Treasurer upon warrants issued by the State Fiscal Officer.
