Appropriates $191,350.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Requires the board to maintain complete accounting and personnel records in the same format and detail level as fiscal year 2020.

Directs the board's fiscal year 2022 budget request to be submitted in comparable format and detail to the fiscal year 2021 budget request.

Establishes preference for Mississippi Industries for the Blind when the agency receives two or more equal bids on commodities or equipment, and in purchases made without competitive bids.

Effective July 1, 2020.
