Appropriates $7,971,467 from the State General Fund and $766,211 from a special fund to the Mississippi Gaming Commission for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 125 permanent full-time positions for the Gaming Commission with restrictions on salary increases and personnel actions without State Personnel Board approval.

Designates a portion of special fund appropriations from forfeited property seizures for law enforcement resources and from Gaming Control Act revenues for investigations, permitting, and fingerprint analysis services.

Establishes performance targets including $2 billion in annual state riverboat gaming revenues, regulation of 26 casinos, and regulation of 68 charitable bingo halls.

Requires the Gaming Commission to maintain accounting and personnel records in the same format as fiscal year 2020 and to report performance measure achievement in the fiscal year 2022 budget request.
