Appropriates $354,843.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2021 (July 1, 2020 – June 30, 2021).

Authorizes 2 permanent full-time positions for the board.

Restricts salary increases and personnel actions unless approved by the State Personnel Board, with monthly reporting required to legislative committees when special circumstances are approved.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for salaries, and requires compliance with IRS Publication 15-A regarding contract employee reporting.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2020 and submit the fiscal year 2022 budget request in comparable detail.
