Appropriates $132,007.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2021 (July 1, 2020 through June 30, 2021).

Authorizes one permanent full-time position for the board.

Restricts salary increases and personnel actions to prevent fiscal year 2022 personal services costs from exceeding fiscal year 2021 appropriated levels without legislative approval of new programs or positions.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries.

Requires compliance with state procurement law, including preference for Mississippi Industries for the Blind in competitive bidding situations.
