Appropriates $358,809.00 from the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 3 permanent full-time positions for the Commission.

Restricts salary increases and personnel actions to prevent "Personal Services" funds from exceeding fiscal year 2021 appropriated levels unless new programs or positions are added by the Legislature.

Requires the State Personnel Board to publish projected annual costs for all appropriated positions and report any approved special salary circumstances to legislative committees.

Mandates compliance with state procurement law, prohibits use of general funds to replace withdrawn federal or special funds for salaries, and takes effect July 1, 2020.
