Appropriates $4,061,101.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 16 permanent full-time positions for the agency with no part-time or time-limited positions.

Allows the Board to expend up to $2,300,000.00 for enforcement, private collection services to recover uncollected fines, and related administrative costs, with funds subject to performance audit if requested by Appropriations Chairmen.

Restricts salary increases and personnel actions to prevent Personal Services appropriations from exceeding fiscal year 2021 levels unless new programs or positions are added by the Legislature.

Requires preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids, and prohibits state agencies from incurring obligations exceeding their appropriation.
