Appropriates $1,137,883.00 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes $892,214.00 in special source funds for the Board of Animal Health for the same fiscal period.

Authorizes 22 permanent full-time positions and 5 time-limited full-time positions for the Board.

Restricts salary increases and personnel actions to prevent exceeding the fiscal year 2021 Personal Services appropriation unless new programs or positions are added by the Legislature.

Requires the agency to comply with competitive bidding preferences for Mississippi Industries for the Blind and prohibits obligations exceeding the appropriated amount.
