Appropriates $5,398,309.00 in special funds to the Mississippi Fair Commission for expenses of the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 15 permanent full-time positions and 38 part-time positions for the agency.

Restricts Personal Services appropriations for fiscal year 2022 to not exceed fiscal year 2021 levels unless new programs or positions are added by the Legislature.

Authorizes the Mississippi Fair Commission to enter multiyear contracts for advertising signage on commission property, with all proceeds dedicated to marketing and youth livestock show support.

Requires all contracts for operation, maintenance, services, commodities, and catering to comply with competitive bidding statutes and to give preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service.
