Appropriates $11,100,079.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 86 permanent full-time positions for the department with no part-time or time-limited positions.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2020 and submit budget requests for fiscal year 2022 in comparable format and detail.

Restricts salary increases and personnel actions to not exceed the fiscal year 2021 appropriated level without prior approval from the State Personnel Board and Department of Finance and Administration.

Establishes procurement preference for Mississippi Industries for the Blind when multiple bids are equal or when purchases are made without competitive bidding.
