Appropriates $7,957,978.00 from the State General Fund and $4,215,679.00 from special funds to the State Department of Audit for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 165 permanent full-time positions and 3 permanent part-time positions for the Department of Audit.

Establishes performance targets including auditing 82 county governments, conducting 6,100 technical assistance inquiries, recovering $200,000 in embezzled funds, and completing 10 performance audit reports.

Allocates $30,000 from special funds for CPA Review Course fees for State Auditor employees, reimbursed over 12 months by participating employees.

Authorizes the State Auditor to escalate and expend funds from any source to comply with the Single Audit Act and limits Federal Equitable Sharing Program funds to $1,000,000 for nonbudgeted law enforcement purposes.
