Appropriates $4,019,700.00 from the State General Fund to the State Personnel Board for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 42 permanent full-time positions and 3 permanent part-time positions for the State Personnel Board.

Restricts salary increases and personnel actions unless new programs or positions are added by the Legislature, with exceptions only for special situations approved by the State Personnel Board and reported monthly to legislative committees.

Reappropriates $100,000.00 for the development of a variable compensation program, limited to unexpended balances from the prior fiscal year.

Requires the State Personnel Board to maintain detailed accounting and personnel records comparable to fiscal year 2020 standards and to submit future budget requests in similar format and detail.
