Appropriates $12,060,003.00 from the State General Fund and authorizes $14,990,000.00 in special source funds for the Office of the Secretary of State for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 98 permanent full-time positions and 13 time-limited full-time positions for the agency.

Allocates $1,750,000.00 from the Land Records Maintenance Fund for local government tax distributions, $1,500,000.00 from the Elections Support Fund for voting equipment and training, and $7,349,277.00 from the Public Trust Tidelands Fund to transfer to the Department of Marine Resources.

Reappropriates $950,000.00 for voting administration matching funds under the Help America Vote Act and the CARES Act, and $250,000.00 for complying with HB 1796.

Sets performance targets including answering 92% of business service phone calls within 10 seconds, 11,000,000 website visits, and 500 tax-forfeited properties sold.
