Appropriates $5,300,342.00 from special funds to the State Treasurer's Office for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 41 permanent full-time positions for the office.

Appropriates $35,000,000.00 to the Mississippi Prepaid Affordable College Tuition Trust Fund for paying prepaid tuition contract obligations, with authorization to use up to $1,000,000.00 from program funds.

Allocates funds across three programs: Mississippi Prepaid Affordable College Tuition ($1,854,655.00), Mississippi Affordable College Savings ($177,860.00), and Treasury Office Support ($3,267,827.00).

Appropriates $150,000.00 to the Education Improvement Trust Fund No. 3219 for investing funds.
