Appropriates $295,155,039 in general funds to the Board of Trustees of State Institutions of Higher Learning for support, maintenance, and repairs at eight state universities for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates $939,791,376 in federal, student fees, and other special source funds for education and general operations at the eight universities, plus additional allocations for Ayers Endowment Interest Fund ($900,000) and Education Enhancement Funds ($56,114,611).

Designates specific funds for programs including Mississippi Governor's School for the Gifted and Talented ($145,000), Teacher Corps ($349,200), E-Learning centers at Jackson State ($485,000) and Delta State ($310,400), and various university-specific initiatives.

Establishes performance measure targets for instruction including 12,221 undergraduate degrees, 4,592 graduate degrees, and 4,714 degrees in STEM, health, and education fields for fiscal year 2021.

Allocates $2 million equally among Jackson State, Mississippi State, University of Mississippi, and University of Southern Mississippi for economic development and reorganization efforts.
