Authorizes Grenada County Board of Supervisors to establish the Greater Grenada Partnership, an economic and industrial development authority composed of 5-7 appointed trustees who are county qualified electors.

Grants the Partnership authority to acquire, develop, and dispose of real and personal property for industrial parks, business parks, and economic development projects, including construction of infrastructure like roads, utilities, and facilities.

Authorizes the Partnership to borrow money through promissory notes secured by property or collateral, with the Board of Supervisors able to pledge tax levies for repayment and issue bonds on the Partnership's behalf.

Permits the Board of Supervisors to continue levying up to 2 mills for the Partnership and impose an additional 2-mill tax if approved by special election or if fewer than 20% (or 1,500) of qualified electors protest within 30 days of published notice.

Allows the Partnership to accept grants and contributions, enter into development contracts with municipalities and other economic development entities, and dissolve the existing Grenada County Economic Development District while transferring its assets and tax levy to the Partnership.
