Authorizes the City of Okolona to establish and own broadband affiliates to provide broadband services using its electric power delivery system in Chickasaw, Monroe, Lee, and Clay counties.

Allows the city to charge broadband operators (affiliated or unaffiliated) for use of its electric delivery system, including pole attachment fees equal to those charged to private entities.

Prohibits the city from using electric revenue to subsidize broadband services, but permits capital investments, fair-market-rate loans, and loan guarantees to affiliates.

Requires an economic feasibility study and board-approved plan covering the city's entire certificated area before broadband services may be offered.

Prohibits requiring customers to purchase broadband services as a condition of receiving electricity and bars service disconnections for non-payment of broadband charges.
