Appropriates $1.00 from the Budget Contingency Fund to the Department of Education to cover COVID-19 related expenses for the period from passage through June 30, 2021, including distance learning and technological improvements.

Appropriates $1.00 from the Budget Contingency Fund to the Board of Trustees of State Institutions of Higher Learning and state-supported institutions of higher learning for COVID-19 expenses through June 30, 2021.

Appropriates $1.00 from the Budget Contingency Fund to the Community College Board and public community and junior colleges for COVID-19 expenses through June 30, 2021.

Requires agency and institution heads to certify to the State Fiscal Officer that expenditures qualify for reimbursement under Section 5001 of the CARES Act before any funds may be spent.

Takes effect July 1, 2020 and repeals June 30, 2020.
